Is it what we would call a root cellar? Or something else converted for that purpose?

I think it is. I never lived in the country anywhere other than China so my English vocabulary to describe some of the things I see is sadly lacking. It is an underground room where fruits, vegetables and other edibles are stored. Interestingly, until last week it had a cement manhole cover over it so I always assumed it was the well.
